What is the best software to capture footage from a DVD source and transfer it to a computer in a format that can be used by adobe premier, and do you require a capture card.

You definitely don’t need a capture card to do that. If you do a web search for �DVD to mpeg� you will find hundreds of software that will rip you DVD to mpeg or any other format. Some of the software is free and most offer a free trial.
