Actually nothing was assumed. Your own profile would suggest that you qualified over 2 years ago and although this may be indicative of the state of this industry it is still a little depressing to think that, having gone through the expense and dedication required top complete film-school, you are not actually working professionally in the industry by now and having to work in an NHS office to make a living.
My reaction and the reaction of many other was justified given the information provided in your initial post. My wife also works for the NHS and I am very surprised that a beaurocratic organisation such as the NHS would agree to have such a key training feature produced on what can only be described as a “homer”.
It would also be, in my humble opinion, suspicious that following our initial reactions you have now started to dangle the carrot of `possible payment at Equity rates` to anyone interested in working on this project but have fallen short of actually committing to a number. FYI. There is no such thing as a standard Equity rate for actors/extras working on a corporate project.
For your information I too have done a number of unpaid gigs and have 3 more scheduled over the next month but these productions have been very clearly non-profit projects and, under these circumstances, I have been happy to volunteer my services. I view these projects as an investment in my future and, to emphasise my point, I have on 1 occasion traveled the full length of the country at my expense just to attend a audition for a no-pay project.
I would respectfully suggest you finalise the pre-production side of this project including the budget before issuing a casting notice. I would even have applied myself had payment been offered from the start but suspect my chances of securing a part are pretty slim now anyway :-))

Having reviewed your series of posting I am now confused.
In one of your messages you state that you can now pay the actors taking part in this project..”Whoohhoo…PAID WORK” I think were your exact words although I may have misspelled “Whoohhoo” and in your last post you state “I haven’t secured any money for anything more than expenses YET”.
Did Robin Hood come along and steal the funding you so triumphanly announced to feed the poor or did the Evil Sherrif increase the taxes again?
And so the final nail goes in the coffin…burying with it my chances of ever appearing in an NHS training film in Nottingham.

I did not state EXPENSES ONLY. As I have been seeking the funding to pay actors.
– Then I said I am trying to get equity rates but the funding is not secured so we have to wait for the rate of pay but I WILL be paying.
I do not appreciate you misquoting me like I am trying to rip actors off when all I am doing is waiting to get a decent rate of pay.
My first posting stated that I was in the early stages of production. I wanted to make the promise that expenses would be paid but did not want to make empty promises about rates of pay until I was sure of the facts myself.
